Key Responsibilities:
- Assist the Head of Compliance and Risk Management (”HCRM”) to implement the HKSPC risk management framework, covering risk identification, risk and control assessment, risk rating and risk mitigation for both financial and operational risks.
- Assist HCRM in training service units and Head Office departments to identify and assess applicable risks as well as to monitor and mitigate significant risks.
- Assist HRCM to develop and maintain the risk monitoring and reporting infrastructure including development and implementation of appropriate risk appetite and tolerance level for each significant risk.
- Ongoing monitoring of the risk dashboard to highlight significant risks to Management and ensure the proposed risk mitigation measures by service units or head of departments are implemented to address the risks on time.
- Assist HRCM in providing compliance advisory services on existing rules, regulatory and conduct requirements.
- Promote a compliance mindset across the Agency and ensure the policies and procedures conform with both internal guidelines and regulatory standards.
- Conduct assurance reviews as instructed by HCRM and ensure the reviews are done on time and at the standard required by management.
- Work with the service units to follow up any control or procedural deficiencies and ensure necessary remediation actions are implemented appropriately.
- Provide Management with comprehensive review dashboard on the overall compliance and control position of HKSPC.
Requirements:
- Degree in Accounting, Risk Management, Business Management or related disciplines
- At least 5 years of experience in risk management/accounting/internal audit
- Possess basic risk management/internal control/financial control knowledge; experience in social service or charitable organizations is an advantage
- Good command of spoken and written English and Chinese
- Proficiently in PC skills including Chinese Word Processing
- Detail oriented, well organized and pro-active
- Good communication and interpersonal skills
