Head of Compliance and Risk Management / Compliance and Risk Management Manager

Job Responsibilities:

  • Identify, assess, monitor and mitigate Society’s risks to support the achievement of strategic, operational, financial, and compliance objectives. Ensure risk management frameworks, policies, and controls are effectively designed, implemented and embedded across the Society.
  • Lead risk identification, assessment, and prioritization activities across service units and departments
  • Analyze the requirements against all existing policies and procedures of the Society to ensure the current processes are adequate in compliance with the requirements, and if not, propose finetuning of policies and procedures and implement them in conjunction with departments and service units concerned.
  • Provide compliance advisory services to Head office and service units on existing rules, regulatory and conduct requirements, and keep abreast of the latest legal and regulatory development.
  • Define and promote a quality mindset across HKSPC’s service units to ensure their policies and procedures conform with both internal guidelines and regulatory standards through ongoing advisory support, training and assurance visits.
  • Participate in development of new services through compliance risk assessment to ensure that necessary policies, procedures and internal controls are implemented before launch.  
  • Based on the approved risk management framework, work with Head Office departments and all service units to implement the risks framework, including the training of managers, development of risks registers and risk management dashboard, and ongoing advisory support.
  • Continuously monitor the risk management dashboard to highlight significant risks to Management as well as the relevant department or service unit to ensure proposed mitigation measures are implemented to address the risks.
  • Co-ordinate with internal audit, compliance, and external auditors on risk-related matters.
  • Support regulatory inspections, audits, and assurance activities.
  • Conduct risk assessments for new products, services, systems, or major changes.

 

Requirements:

  • Degree in Accounting, Risk Management, Business Management or related disciplines
  • At least 8 years of experience in risk management
  • Possess risk management/internal control/financial control knowledge; experience in social service or charitable organizations is preferrable
  • Good command of spoken and written English and Chinese
  • Proficient in PC skill including Chinese Word Processing
  • Detail oriented, well organized and pro-active
  • Good communication and interpersonal skills
  • Less experience will be considered as Compliance and Risk Management Manager
